EU labels ChatGPT a "very large" platform, triggering tougher oversight
Brussels says ChatGPT now has enough EU users to fall under the same strict rules as Facebook and Google Search.
What happened: The European Commission has classified ChatGPT as a Very Large Online Search Engine under the EU's Digital Services Act (DSA), the bloc's main rulebook for big online platforms. Reddit and Roblox were separately designated Very Large Online Platforms. All three crossed the DSA's threshold of at least 45 million average monthly users in the EU. The designation puts OpenAI's chatbot in the same regulatory category as Google Search, Facebook, and other services already bound by the law's toughest requirements.
Why it matters: Once designated, a service must actively manage risks tied to its scale, not simply avoid breaking rules. For ChatGPT, EU officials specifically flagged risks to minors, effects on user mental health, and the spread of illegal content as areas OpenAI will now have to address and report on. It is the clearest sign yet that regulators view AI chatbots not as niche tools but as mainstream platforms shaping how millions of Europeans get information, similar to search engines and social networks.
How it works, plainly: The DSA bans targeting ads at minors and bans using sensitive traits, such as ethnicity, religion, sexual orientation, or political views, to target ads to anyone. It also forces platforms to explain, in plain terms, how their recommendation systems decide what users see. Very Large services face extra audits and must let outside researchers and EU regulators examine their risk-mitigation work, a level of transparency OpenAI has not previously had to provide for ChatGPT in Europe.
The rollout: ChatGPT, Reddit, and Roblox have until the end of December 2026 to bring their EU operations into compliance. EU tech sovereignty chief Henna Virkkunen said the move reflects the platforms' large impact on citizens and society. OpenAI has not detailed publicly how it will meet the new obligations, and it is not yet clear whether compliance will change what EU users see or how the chatbot handles sensitive topics like mental health.
